<strong>Summary<br><br></strong>As a Data Scientist, you will serve as a senior authoritative subject matter expert for developing new methods to automate reports, develop predictive models, and analyze trends.<br><br><strong>Location of position:</strong> <strong>GSA, Federal Acquisition Service (FAS), Office of Policy and Compliance, Acquisition Evidence & Analysis Division.<br><br></strong>The Acquisition Evidence and Analysis Division is responsible for conducting analysis and evaluation of acquisition activities to ensure compliance of acquisition across FAS.<br><br>Learn more about this agency<br><br>Duties<br><br><strong>We are currently filling 3 vacancies, but additional vacancies may be filled as needed.<br><br></strong><strong>Position can be filled in any of the following locations: </strong> Washington, DC; Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; Chicago, IL; Kansas City, MO; Fort Worth, TX; Lakewood, CO; San Francisco, CA; Tacoma, WA; Norfolk, VA; Orlando, FL; Tampa, FL; Houston, TX; or San Antonio, TX.<br><br>As a Data Scientist, you will serve as a senior authoritative subject matter expert for developing new methods to automate reports, develop predictive models, and analyze trends and collaborates with Federal, Academic, and Industry partners.<br><br><ul><li>Responsible for development, management, control, coordination, and execution of data analysis requirements providing technical expertise across data life cycle (i.e. data collection, ingestion, storage, modeling, access, integration, analysis and related support).</li><li>Conducts analysis using software and/or programming languages (e.g. R, Python, SQL) to explore/group data, test hypotheses, predict outcomes, and inform decisions; leverages artificial intelligence (AI) tools to streamline and inform improved processes; consults with stakeholders and customers to develop appropriate data, approach, and design.</li><li>Analyzes data elements, systems, dependencies, and relationships between data models and data processes; utilizes software and/or programming languages (e.g. R, Python, SQL) to improve data reliability, efficiency and quality.</li><li>Leads teams in developing data products and definitions, using appropriate analytic and statistical software to programmatically prepare and clean imperfect data for analysis; consults with stakeholders and customers to develop data, methodological approaches, and design for projects to evaluate program effectiveness and forecast future budget requirements. </li><li>Translates concepts, findings, and limitations into concise, plain language presentations; and interprets analytical outputs tailored to specific audiences.<br><br><br></li></ul><strong>Requirements<br><br></strong>Conditions of employment<br><br><ul><li>US Citizenship or National (Residents of American Samoa and Swains Island)</li><li>Meet all eligibility requirements within 30 days of the closing date.</li><li>Register with Selective Service if you are a male born after 12/31/1959</li><li>Direct Deposit of salary check to financial organization required.<br><br><br></li></ul>If selected, you must meet the following conditions:<br><br><ul><li>Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or</li><li> Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.<br><br><br></li></ul><strong>This position has a positive education requirement:</strong> Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.<br><br><strong><strong>SPECIALIZED EXPERIENCE</strong>: </strong>In addition to meeting the basic requirements above, applicants must demonstrate that they have at least one year of specialized experience equivalent to the GS-13 level in Federal service. Specialized experience is experience utilizing computer science, mathematical and statistical theories, techniques, and methods to gather, analyze, design, and construct new processes for modeling, interpreting, and/or reporting quantitative information, trends, relationships and correlations among or within data sets. Experience must include:<br><br><ul><li>Performing data analysis across data lifecycle (e.g. data collection, ingestion, storage, modeling, access, integration, analysis and decision support) to ensure compliance with the organization’s mission;</li><li>Implementing data collection and analysis utilizing analysis software (e.g. R Studio, Tableau), coding languages (e.g., python, java, scala), database structures, and/or queries using structured query language (SQL) to provide support on issues related to acquisition activities;</li><li>Using programming language(s) as well as various applications to organize, manipulate, to derive meaning from big data (e.g. extremely large, disparate, unstructured, and/or otherwise complex datasets).; and</li><li>Delivering presentations, (e.g. briefings, training sessions, and consultations) regarding the progress and/or results of projects/studies.<br><br><br></li></ul>Additional information<br><br>Candidates will not be hired based on their race, sex, color, religion, or national origin.<br><br>Applicants are encouraged to make their resume searchable in their USAJOBS.gov profile.
